Louis Vitullo chairs the Governmental Affairs Practice Group at Wildman Harrold. His practice since 1969 has spanned the private sector and government including serving as a captain in the U.S. Army (1970-1971), as assistant and counsel to Governor Dan Walker (1972-1976), partner at Freedman & Koven (1976-1987) and Chair of the Government Affairs Practice Group at Wildman Harrold (1987-2006). From 1992 through 1998 he served as counsel and advisor to former Senator Carol Moseley Braun.

His practice focuses on the unique relationship between the private sector and units of local government with particular emphasis on municipal finance, tax increment financing and land use and entitlements. He has lobbied before various units of local government in the Chicagoland area, the City of Chicago, the Illinois State Legislature and the U.S. Congress, and is currently counsel or special counsel to 21 units of local or tax increment financing districts.
